Kennett Square Police Department: DUI Controlled substance + more, Robinson
On December 18, 2023, District Court 15-3-04 issued an Arrest Warrant for Ross Robinson for Failure to Appear at his preliminary hearing for the following incident. Ross Robinson, age 54, of Newark, DE, was arrested and charged with DUI and related traffic offenses, after the red Dodge he was operating was stopped for traveling without headlights on, failing to stop at a steady red light and making a right hand turn at an intersection which is posted "No Turn on Red". The incident occurred on October 29, 2023, at 2:33AM, in the 100 Block of W. State Street, Kennett Square Borough. Upon making contact with Robinson, police observed indicators suggesting intoxication and field sobriety tests showed impairment. Robinson was taken into custody for suspicion of DUI and refused to submit to a chemical test of his blood. He was processed and later released, pending issuance of a summons. Charges were filed at District Court 15-3-04.

Kennett Square Police Department: Dealing in proceeds of unlawful activities + more, Vilchis-Nava
On December 20, 2023, Officers received a hearing notice for Maria De La Luz Vilchis-Nava. Pending preliminary hearing. Warrant Details Warrant Type: Arrest Date Issued: Wednesday November 15th, 2023 Issuing Authority: Kennett Square Police Department Docket Number: MJ-15304-CR-0000450-2023 Reference ID: KS-23-004240 On April 21, 2023, at 8:49AM, Officers were dispatched for a phone assignment in reference to ex-employees creating fraudulent checks from a business located in the 300 Block of W. State Street, Kennett Square Borough. The owner of the business advised they had given some employees consent to write checks for business-related purposes. They indicated the ex-employees wrote approximately $133,000 in fraudulent checks. The owner noticed this activity around September 2022 and after further investigation, determined it had been occurring since April or May of 2021. On November 13, 2023, criminal complaints were completed for this incident and District Court 15-3-04 issued an Arrest Warrant for Maria De La Luz Vilchis-Nava on November 15, 2023.

Oxford Police Department: Aggrevated Assault + more, Sellars
On December 19, 2023, at 12:30PM, 18-year-old, Aigner Veronica Sellars of Coatesville turned herself in to the police. OPD assisted by Chester County Detectives have been investigating a shooting that occurred on March 23, 2023, in the 200 block of Maple Street. According to the affidavit of probable cause filed on December 8, 2023, by Officer J. Williams and Detective J. Dibattista; it is alleged on March 23, 2023, at 7:07PM Sellars and another known female was at the victim's home along the 200 block Maple Street when a verbal argument ensued. During that argument, Sellars made terroristic threats to return with other actors to shoot the victim(s).  At 9:40PM Sellars and the known female returned to the victim's home. An adult victim that lives at the home answered the door and was confronted by Sellars and actors. The actors fired rapid succession, multiple rounds into the residence striking the victim requiring medical treatment. The victim was treated and later released for their injuries at a local hospital. Sellars fled the scene with the actors. Sellars was a juvenile at the time of this incident, however because of the seriousness of the crime was being charged as an adult.  On December 19, 2023, Sellars was arraigned in front of Judge Massey. Bail was set at $20,000 and Sellars was transported to Chester County Prison to await a preliminary hearing.  OPD is still investigating this crime to identify all actors. Oxford Police Department: Out of state warrant, Phillips
On December 1, 2023 at 1:49 pm, the Oxford Police were asked by family members to conduct a well being check of a female at her residence in the 400 Blk South Street.  After being provided access to the residence, Officers located Lawrence Phillips, 31, of Oxford.   Phillips is known to have an active arrest warrant from Maryland and was placed into custody.   Phillips was transported to the Oxford Police Station where he was turned over to Constables for transport to Chester County Prison.

Oxford Police Department: DUI, Rodriguez
On April 18, 2023 the Oxford Police were dispatched to a domestic disturbance in the 100 Blk South Fifth Street.  While enroute to the residence, Officers were advised that the male actor, Devin Rodriguez, 33, of Avondale, was intoxicated and left the residence in a black Acura sedan.  Officers conducted a traffic stop on the vehicle and made contact with Rodriguez who showed multiple signs of intoxication and had an strong odor of alcohol.  After further investigation, Rodriguez was placed into custody for DUI and transported to PSP Avondale Barracks for chemical testing.  Officers than transported Rodriguez to the home of a family member. On December 12, 2023 a preliminary hearing was held at the Oxford District were the charges were waived by Rodriguez to the Court of Common Pleas.

Oxford Police Department: Stalking, Harassment, Kearney
On November 15, 2023, the Oxford Police Department was notified by the Chester County District Attorney's Office of a harassment and stalking incident.  The actor, John Kearney, 26, of Oxford had written the victim a letter from the State Correctional Facility that he was being housed.   The target of the letter was the victim from the incident in which Kearney was currently serving prison time.  After being paroled, Kearney was ordered to have no contact with the victim or her residence and he was placed on electronic monitoring.    In June and September of 2023 the electronic monitoring GPS showed that Kearney was in the vicinity of the victims residence.   In October 2023 Kearney attempted to contact the victims daughter via social media.   On November 16, 2023 Kearney was housed in Chester County Prison on a Violation of Parole when a warrant was served on him for this incident. Kearney was arraigned and held on a $75,000 cash bail. On December 12, 2023 a preliminary hearing was held at the Oxford District Court where all charges were held to the Court of Common Pleas.

Kennett Square Police Department: Simple Assault, + more, Rizzolo
Daniel Rizzolo, 42, of Folcroft, PA, was arrested and charged with Simple Assault, Harassment and Disorderly Conduct, following an altercation, during which he allegedly struck a female subject on the right side of the face, causing minor swelling. The incident occurred on December 3, 2023, at approximately 5:27PM, in the 300 Block of S. Broad Street, Kennett Square Borough. Rizzolo was taken into custody and was transported to Central Booking at Chester County Prison, where he was processed and held for arraignment. The case is pending a preliminary hearing.

Kennett Square Police Department: Foregery, + more, Modero
On December 12, 2023, Officers received a hearing notice for Anthony Modero. Preliminary Hearing is scheduled for Wednesday, 12/13/23. On Saturday, April 1, 2023, Officers received a phone assignment in regard to a potential theft of funds by fraudulent checks.  The reporting party owns a business in the 100 Block of South Broad Street, Kennett Square Borough. Two different checks were "washed" and made out to different payees than originally intended. The first check was changed to Erica J. Friedman in the amount of $2,736 and the second check was changed to Anthony J. Modero in the amount of $2,456.  On June 27, 2023, Criminal Complaints were completed and filed. District Court 15-3-04 issued an Arrest Warrant for both Erica Friedman and Anthony Modero in relation to this incident.

Kennett Square Police Department: Terroristic Threats, + more; Beltran-Andrade
On December 5, 2023, at 12:13AM, Officers were dispatched for a report of a domestic in the 100 Block of N. Walnut Street, Kennett Square Borough. Chester County Police Radio advised the domestic was verbal between a male and female, but when the male was leaving, he was trying to fight another person outside and chased them down the street. Upon arrival, contact was made with two males who stated the aggressor, identified as Fernando Beltran-Andrade, stated multiple times, "if you say something, I'm going to kill you" and physically shoved both of them. The male victims advised they felt threatened and fearful by Beltran-Andrade's statements and would like charges to be filed. Fernando Beltran-Andrade was taken into custody and later transported to Central Booking at Chester County Prison. Charges of Terroristic Threats, Disorderly Conduct and Harassment were filed at District Court 15-3-04. Case is pending a preliminary hearing.

Southern Chester County Regional Police Department: Arrest Prior to Requisition; Flores-Flores
On Saturday, December 9, 2023, at approximately 1:07am, the Southern Chester County Regional Police Department officer initiated a traffic stop in the area of 200 Blk Starr Road. Officers made contact with the passenger, Antonio Flores-Flores, 32, of Oxford, PA who had a confirmed active warrant out of Maryland State Police. Antonio Flores-Flores was transported to Chester County Prison. Antonio Flores-Flores was arraigned and unable to post bail on a $2,500 monetary bail.  A preliminary hearing has been scheduled for December 15, 2023, at the District Court.

Southern Chester County Regional Police Department: DUI, Driving without a license, + more; Sarante-Castillo
On Saturday, December 9, 2023, at approximately 1:07am, the Southern Chester County Regional Police Department officer initiated a traffic stop in the area of 200 Blk Starr Road. Officers made contact with the operator, Manuel Sarante-Castillo, 40, of New Castle, DE who showed multiple signs of intoxication.  After further investigation, it was determined that Manuel was incapable of safely operating a motor vehicle and he was placed into custody for DUI. A vehicle inventory search was conducted and a Hi Point .45 caliber firearm was discovered in the rear passenger seat with an obliterated serial number.  At this time, the inventory search was concluded, and the firearm was seized. Manuel Sarante-Castillo was transported to Chester County Prison. Sarante-Castillo was arraigned and unable to post bail on a $25,000 monetary bail.  A preliminary hearing has been scheduled for December 15, 2023 at the District Court.

Kennett Square Police Department: Stalking, Terroristic Threats, Harrasment; Castro-Fernandes
On December 5, 2023, District Court 15-3-04 issued an Arrest Warrant for Juan Castro-Fernandes for the following incident. On October 23, 2023, Officers received emails in reference to Juan Castro-Fernandez advising he is still harassing the same victim as previous reports (KS-23-009250) and has now created a fake social media account in the victim's name. Officers conducted a recorded interview and were shown multiple texts and phone calls from Castro-Fernandez in which he was calling the victim derogatory names and threatening them and their significant other. The victim had also advised Castro-Fernandez would coincidently call when they were arriving home, leaving home or in the middle of the night when a light in the residence would turn on or off. Officers were notified on October 28, November 4 and November 17, 2023, by the victim stating they had continually been contacted by Juan Castro Fernandez. Charges of Stalking, Terroristic Threats and Harassment were made at District Court 15-3-04. Case is pending preliminary hearing.

Kennett Square Police Department: DUI; Narkhede
Piyush Narkhede, 32, of Upper Darby, PA, was arrested and charged with DUI and related traffic offenses, after the 2006 Audi he was driving was stopped for failing to maintain its lane of travel and other traffic infractions. The incident occurred on November 23, 2023, at approximately 10:10PM, in the area of State Street and S. Union Street, Kennett Square Borough. The traffic stop was initiated in the 700 Block of W. Baltimore Pike. Upon making contact with the operator of the vehicle, Piyush Narkhede, Officers observed indicators suggesting intoxication and field sobriety tests showed impairment. Narkhede was taken into custody for suspicion of DUI and submitted to a chemical test of his breath, resulting in a BAC of .291%. He was processed and later released pending issuance of a summons. Charges were filed at District Court 15-3-04. The case is pending a preliminary hearing.

Kennett Square Police Department: Vandalism, Resisting Arrest; McKay
On November 11, 2023, at approximately 10:39PM, Officers were on routine patrol in the 300 Block of E. State Street due to recent acts of criminal mischief conducted at the Kennett Library, located at 320 E. State Street, Kennett Square Borough. This prior damage consisted of abstract art glued with a heavy adhesive, which caused damage to the exterior brick. While conducting patrol in this area, Officers heard a loud sound that sounded like metal, near the library, and observed an individual moving a large metal step ladder. Officers made contact with the individual, later identified as Colin McKay, who was wearing similar clothing to a construction worker and carrying a black backpack. During the interaction with McKay, he took off on foot towards Race Street. Officers were able to detain McKay and search his belongings. Officers located a large container containing adhesive and abstract images, similar to the images from prior incidents, located in the black backpack in McKay's possession. Colin McKay was taken into custody and charges of Institutional Vandalism, Criminal Mischief and other related offenses were filed at District Court 15-3-04. Case is pending a preliminary hearing.

Kennett Square Police Department: DUI, Controlled Substances; Guzman-Murillo
Emanuel Guzman-Murillo, age 18, of West Grove, PA, was arrested and charged with DUI and related traffic offenses after the 2000 Honda he was operating was stopped for a moving violation. The incident occurred on October 23, 2023, at approximately 8:02 PM, at the intersection of N. Mill Road and W. State Street, Kennett Square Borough. Upon making contact with the operator and sole occupant of the vehicle, Emanuel Guzman-Murillo, Officers detected an odor of marijuana, and field sobriety tests showed impairment. He was taken into custody for suspicion of DUI and submitted to a chemical test of his blood. On November 16, 2023, the toxicology report was reviewed and showed Guzman-Murillo to have THC present in his blood at the time of the traffic stop. A criminal complaint was completed, and charges were filed at District Court 15-3-04.

Kennett Square Police Department: Indirect Criminal Contempt of Court; Cruz-Ortiz
Jaime Cruz-Ortiz, age 32, of New Castle, DE, was arrested and charged with Indirect Criminal Contempt of Court, following an incident in which Officers were dispatched fora report of trespassing. The incident occurred on November 1, 2023, at approximately 4:24PM, in the 200 Block of Birch Street, Kennett Square Borough. Chester County Police Dispatch advised Officers, Cruz-Ortiz has had passed domestic issues with an employee on location and was not permitted on the property. Said employee also has an active PFA against Jaime Cruz-Ortiz. He was taken into custody and transported to Chester County Prison for arraignment. A criminal complaint was completed and charges were filed at District Court 15-3-04.
