Chester County's Most Wanted

Chester County law enforcement officials recently compiled and circulated a list of the 15 most wanted suspects in the county, and two of those men are now behind bars as a result of this effort to apprehend these fugitives. The 15 suspects on the list are all suspected of serious and violent acts—homicide, rape or other sexual offenses, robbery, or aggravated assault.
Chester County Sheriff Carolyn Bunny Welsh issued a statement last Thursday announcing that police in Lancaster had arrested Jaquay Marquise Roane, a suspect in an armed robbery. He is now being held in Lancaster County Prison.
“After the recent public distribution of the Chester County Most Wanted List, multiple tips were received in Chester County and Lancaster County indicating a specific address in Lancaster City where Roane could be located,” Welsh said. “Acting on that information, the Lancaster City Bureau of Police took immediate action resulting in Roane's arrest.”
Another suspect on the Most Wanted list, Vincent Lamont Paskings, is also now behind bars. A warrant had been issued for his failure to appear for his trial. He is facing sexual assault and rape allegations.
The other suspects on the Chester County's Most Wanted list include:
Eduardo Pedroza Dominguez: Dominguez is wanted for an alleged homicide, robbery, and aggravated assault. He is 30 years old, stands five-foot-ten and weighs 200 pounds. His last known address is in Kennett Square.
Antonio Rangel Chavez: Chavez, 43, is wanted for an alleged homicide. He is five-foot-five and his weight is unknown. His last known address is in Kennett Square.
William “Chew” Lewis: Lewis, whose last known address is in Philadelphia, is wanted for alleged robbery, aggravated assault, and possession of a firearm. The 40-year-old is five-foot-six and weighs 140 pounds.
David Suarez Salamanca: Salamanca, 28, is a suspect in an attempted homicide and aggravated assault. He stands five-foot-four and weighs 150 pounds. His last known address is in Kennett Square.
Randy Akeem Wallace: Wallace, 24, is a suspect in an armed-robbery case. He is also wanted on charges of fleeing and eluding police and for failure to appear for trial. His last known address is in Mount Vernon, NY. He stands six-foot-one and weighs 140 pounds.
Kevin Jay “Big Kev” Purnell: Purnell, 43, is suspected of rape, indecent assault, and corruption of a minor. He is six-foot-two and weighs 270 pounds. His last known address is in New Castle, Del.
Grant Malcolm Soltero: Soltero is facing charges of armed robbery and conspiracy to commit robbery. Soltero is 25, stands five-foot-eight and weighs 185 pounds. His last known address is Philadelphia.
Raymundo Guzman: Guzman, 31, is wanted by police for alleged rape, indecent assault, and corruption of minors. He is five-foot-eight and 180 pounds and is 31 years old. His last known address is in Kennett Square.
Tomas A. Alvarez-Quiroz: Alvarez-Quiroz, 51, failed to comply with the registration requirements of sexual offenders. He is five-foot-five and 150 pounds. His last known address is in Kennett Square.
Alfonso “El Gardo” Vargas Salas: Salas, 26, is wanted by police for his alleged involvement in an aggravated assault, burglary, and for possession of a shotgun. His last known address is in West Chester.
Jason Michael Bowman: A warrant has been issued for Bowman's arrest after he failed to appear for trial. Bowman faces charges of escape, resisting arrest, firearms possession, and drugs. The 22-year-old stands five-foot-seven and weighs 110 pounds. His last known address is in Coatesville.
Richard Owen Brown: Brown is suspected by police of being involved with a robbery, a burglary, an assault, and possession of a weapon. Brown, 25, stands five-foot-ten and weighs 175 pounds. His last known residence is in Philadelphia.
Matthew Mehmet Altinsoy: Altinsoy, 42, of Bristol, is wanted by police for aggravated assault, possession of a firearm, and failure to appear for trial. He is six-foot-two and 230 pounds. His last known address is in Bristol.
Enlisting the public's help and having various law enforcement agencies work collaboratively is precisely what various law enforcement officials from the Sheriff's Office, the Chester County Detectives Office and various police departments throughout the area had in mind when they compiled and distributed the most wanted list.
“All law enforcement is working together to keep our communities safe,” Welsh said. “We know that citizens want to help us to protect our homes and keep our families safe.”
She lauded the collaborative law enforcement efforts that resulted in Roane's recent arrest.
“Credit goes to the Lancaster City Bureau of Police, the Pennsylvania State Police, and Pennsylvania Office of Probation and Parole for their diligence and dedication working together on this apprehension. Our thanks to the citizens who supplied information and assisted law enforcement in locating Mr. Roane. This is an outstanding example of members of the public and multiple law enforcement jurisdictions working together for a safe and successful outcome.”
Welsh has also established a Sheriff’s Fugitive Tip Line at 610-344-4333 or 1-855-495-2861 for anyone with information about the suspects.
“I encourage anyone who has information that may assist law enforcement in locating these wanted persons to call the Tip Line here in the Sheriff’s Office,” Welsh said. “Every bit of information, large or small, is valuable.”
Officials cautioned that all the suspects on the list should be considered armed and dangerous.
